
Kevin Robins
Kevin is the Chief Executive Officer of Transitional Solutions Inc.
Kevin Robins has over 30 years of municipal and provincial management experience. He served for 24 years with the City of Leduc, the last 12 years as the Chief Administrative Officer.
Kevin facilitated the development of the City of Leduc's first 5 Year Business Plan in 1995.
While with the City of Leduc, Kevin created an organizational climate that encouraged trust, openness and freedom of expression from all staff. In 2004 and 2005 MacLean's magazine short listed the City of Leduc as one of the top 100 corporations in Canada to work for.
Kevin was selected by the Society of Local Government Administrators and the AUMA as the Top Municipal Administrator for 2005.
Kevin served as the City of Leduc's Fire Chief from May 1982 thru to Oct. 1994, and was awarded the Exemplary Services Medal by Lieutenant Governor, Lois Hole in May 2000.

Ray Reid
Ray has achieved a high level of success at all levels of municipal management. His 29 years of municipal experience has included Chief Administrative Officer responsibilities in City, Town and Village environments, and has given him a unique exposure to the development of sustainable municipal operations utilizing the potential of a variety of resource levels.
Prior to serving as CAO for the Town of Redwater from 2006-2008, Ray's experience included providing interim CAO services to the Town of Killam and the Village of Boyle, and 26 years in a senior management capacity with the City of Leduc, culminating in his appointment as Assistant City Manager.
This broad range of experience allowed Ray to develop extensive qualifications which include:
- A successful and effective Administrator with a solid understanding of the process of public administration.
- Proven ability to initiate and support creative solutions to complex issues.
- Ability to develop partnerships and liaise effectively.
- Strong leadership skills with extensive experience in coaching, team building, and managing and developing staff to achieve high levels of performance.

W.S. Gordon Stewart, CD, CLGM
Gordon, a Certified Local Government Manager (CLGM) brings a broad perspective to his assignments drawing on his experiences working with teams of professionals in both the public and private sectors. These experiences include those in his consulting practice, in a provincial government ministry as a senior manager, in municipal management as a General Manager (Chief Administrative Officer), in retail business as a department manager and in the Canadian army as an administrative officer.
- As a senior manager for the provincial government the responsibilities emphasized managing professionals in federal/provincial/municipal policy development and alternate dispute resolution services including inter-municipal mediations.
- As the General Manager of a municipality, skills related to executive management, customer relations, negotiation, mediation, contract management and land use planning were highlighted.
- As a retail executive, management positions in credit, productivity enhancement, physical plant maintenance and managing leased operations offered many private sector “for profit” experiences.
- As a military officer, he has a Canada Decoration (CD) for twelve years of military service. He served as an administrative officer in the regular forces and also a commanding officer of an air cadet squadron in the reserve forces.
Gordon continues to assist elected officials, managers and many others who seek his assistance with day-to-day issues or complex long term planning matters facing them. He welcomes and enjoys opportunities to develop or facilitate positive results oriented solutions to varied challenges.

Donna Tona
Since 1983, Donna has gained extensive front-line experience helping countless people live with trauma, tragedy, and workplace challenges. Her expertise has proven invaluable in assisting corporations and victims of many international disasters. She was Co-crisis Intervention Leader on the CUNA Mutual Insurance team following The Oklahoma City bombing of the Alfred P. Murrah building in 1995.
In 1997, Donna was asked to assist victims in the Manitoba Canada floods, and she provided trauma and HR consultation services to a large Canadian Banking Corporation during Ice Storm 98. In 2000, she was part of an expert Canadian and US Internet panel supporting the Crisis Intervention team attending the Walkerton E-Coli Disaster and the FIJI Hostage Coup Situation.
In 2001, Donna was invited by a US Corporation once again to debrief clinicians and mental health therapists during the World Trade Center and Pentagon Terrorist Attacks and in 2003 invited to provide her professional opinion into new methods of debriefing uniformed police personnel regarding that disaster.
Since 2001, Donna has been invited to many corporations and municipalities to re-develop their emergency plans, pandemic plans, and security plans for disasters. As of 2006, Donna was appointed Protocol Director of the Alberta Winter Youth Games being held in Leduc in 2008.

Jeff Bazinet, MBA, MEng
Jeff Bazinet provides analytical and real-world expertise in workforce strategy, knowledge management, and process optimization. With his Masters of Business Administration (MBA) and Masters of Engineering (MEng) from the University of Alberta, Jeff has a well-rounded education that supports his many years of municipal and private industry experience.
Jeff was previously employed by Nortel Networks in several positions including a position on their international sales team that directly interfaced with clients. Based in Toronto, he worked closely with the sales team to ensure that Nortel maximized sale opportunities. Jeff also held a position on a team in Ottawa focused on the functional verification of one of Nortel's optical network solutions.
Employed with the City of Edmonton, Jeff held a position as Special Analyst working on several projects including researching and reporting on usage and patterns of transit users to increase efficiency. Among several other projects, he was also tasked to review and develop transit fare handling procedures to ensure adequate controls and measures were in place to prevent fraud. Jeff then held a contract with the City of Leduc in a position coordinated by the Alberta Government's Department of Municipal Affairs and Housing, at which time he worked with the executive management team and Council
Since 2006, Jeff Bazinet has been providing municipal consulting services. From facilitation of public workshops to in-depth municipal sustainability plans, Jeff provides services in various methods to municipalities and their communities.

Rick J Samotej
Rick Samotej has over 35 years of Municipal, Provincial and Federal policing experience. Rick retired following a successful career with the Royal Canadian Mounted Police with his final position being the District Commander of Eastern Alberta District in “K” Division. In this position he oversaw the operations/administration of 29 offices and in excess of 400 employees.
During his career, Rick served in the western provinces as well as the arctic. His duties included uniform and plain clothes duties, Detachment Commander up to and including District Officer in 14 different locations.
As a senior officer, Rick also commanded the Emergency Response Team (SWAT), Tactical Team (riot squad), VIP Security, as well as a senior Incident Commander within Alberta. This included security for dignitaries at G8 as well other heads of state visits to Canada. As an Incident Commander, Rick was responsible for the Provincial Tactical Unit for the World Petroleum Congress in Calgary, 911 at the EdmontonInternationalAirport as well as the World Games within the confines off the E.I.A. He was also involved in various projects which included re-organizing the management of uniform Provincial Policing (districts) as well as Traffic Services.
While posted in Alberta, Rick liaised with officials at all level of government, including First Nations and Métis groups. He was also a voting member of the Commanding Officers Division Executive Committee for strategic direction for Provincial Policing in Alberta. Rick also sat on a variety of steering committees within the RCMP and the Province of Alberta.

Erica Thomas
Erica Thomas is the Heartland Community Engagement Coordinator for Total E&P Canada, the worlds 4th largest Integrated Oil and Gas Company. Erica's role includes resident and stakeholder relations, community investment and regulatory affairs consultation.
Prior to joining Total E&P Canada, Erica was the Coordinator of Business Development and Marketing for Strathcona County.
Erica's background includes a Bachelor of Commerce degree with a major in International Trade and Marketing and a minor in Human Resources. As part of her degree, Erica learned fluent Spanish and spent one semester of her degree studying in Guadalajara, Mexico.
Erica has complimented her degree with a Certificate in Economic Development from the University of Waterloo, completion of the Commercial Real Estate program and courses in leadership and management. Erica is trained in facilitation, mediation and negotiations. Erica is currently working on a Masters in Business Administration with a specialization in Natural Resources and Energy.
Erica has a passion and excitement for Economic Development, Corporate Social Responsibility, Marketing and Public Relations and she has consistently proven herself to be a valuable asset to any project and team that she joins.
